1. Ministry of Construction: Need To Promote Online Real Estate Transactions.

The Ministry of Construction has proposed that all real estate transactions in Vietnam be carried out through official trading centers or electronic platforms for better transparency and state supervision. This proposal is included in the draft Decree on the Construction and Management of Housing and Real Estate Market Databases, which consists of 6 chapters and 47 articles. It outlines that all property-related activities — including sales, leases, transfers, mortgages, capital contributions, and inheritances — must be recorded in the national real estate database to ensure publicity, accountability, and accuracy.

Currently, most property transactions occur on privately managed trading floors, primarily for new developments. To create a safer and more transparent market, the government plans to accelerate the establishment of a State Real Estate and Land Use Rights Trading Center, along with a digital platform allowing online property deals, notarization, and tax payments. The online trading system is expected to launch on a pilot basis between 2026 and 2027.

2. Da Nang Prioritizes Research On Two Urban Railway Lines.

The city of Đà Nẵng is prioritising the study and planning of two key urban rail lines as the backbone of its “smart mobility” infrastructure. The first line will link Đà Nẵng International Airport to Hội An (initial phase: airport to beach/My Khê and university → city centre, by 2025-30; follow-on phase: Hội An → Tam Kỳ → Chu Lai post-2030). The second line will connect the planned high-speed rail station to the city’s urban rail hub. Investment will draw on public funds, ODA/soft loans, and especially private capital via PPP and TOD development around stations. Experts emphasise the need for longer route lengths, early operations planning, and integrated services for success.

3. Proposed Housing Ownership Declaration: Challenging to Implement as Data Infrastructure Remains Unready?.

The Ministry of Construction is collecting public feedback on a draft decree intended to replace Decree 94/2024/NĐ-CP, which regulates the development and management of housing and real estate market databases. Under the new proposal, beginning in 2026, all individuals and organizations — including foreigners — will be required to declare their housing ownership information. The data to be reported includes personal identification details, property type, address, size, ownership duration and form, and legal status. The decree also introduces a unique real estate identification code for every project and property to enhance management, transparency, and traceability.
The implementation will start with a pilot phase in Q4/2025 across five major cities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, and Can Tho, before nationwide adoption. However, experts have raised concerns about the readiness of Vietnam’s national data infrastructure, citing existing gaps and inconsistencies between property databases managed by different ministries and local authorities.

4. Cases Where a Single Land Plot Can Be Issued Two Land-Use Right Certificates (Red Books).

Under Vietnam’s 2024 Land Law, there are two specific cases in which a single land plot can legally be issued two land-use right certificates (commonly called “red books”).
Case 1: Shared Land Use Rights.
According to Article 135(2) of the 2024 Land Law, when a land plot is jointly owned or shared by multiple individuals, each co-owner is entitled to receive a separate land-use right certificate, provided they request it. Alternatively, if all co-owners agree, they may opt for a single certificate issued to a designated representative. However, shared ownership within a household or between spouses will only receive one certificate, with both names (or the representative’s name) recorded.
Case 2: Land Spanning Multiple Administrative Units.
As stated in Article 147(2), if a land plot lies across the boundaries of two or more communes, wards, or townships under different authorities, each administrative area will issue its own certificate for the respective portion of land. In other words, a plot overlapping two communes will receive two red books, one for each jurisdiction.

5. Da Nang Sees A Wave Of New Apartment Projects.

From early 2025, Da Nang’s real estate market has witnessed a surge in new apartment launches such as Capital Square, Newtown Diamond, Mia Center Point, Masteri Rivera, and Sun Cosmo Residence. According to the Vietnam Association of Realtors (VARS), Da Nang — alongside Hai Phong and Ho Chi Minh City — remains one of the nation’s brightest property markets. The city’s housing supply has grown steadily over the past year, with luxury apartments dominating demand and prices rebounding to nearly 2019 levels, only 15–20% lower.
Reports from DKRA Consulting show that in Q3 2025, primary condo supply increased by 87% year-on-year, with Grade A (high-end) units accounting for 81% of total new inventory. Key investment areas include Hoa Xuan, Ngu Hanh Son, and Hoa Cuong. Major infrastructure projects such as Lien Chieu Port, the International Financial Center, Free Trade Zone, and airport expansion are laying the foundation for long-term growth, reinforcing Da Nang’s position as Vietnam’s next property hotspot.
