1. Momentum from priority projects funded outside the state budget.
Da Nang is accelerating 29 major privately funded projects under its 2026–2030 action plan to drive socio-economic development. In the first nine months of 2026, private-sector investment reached VND 61.7 trillion, accounting for 70.1% of total social investment and increasing 60.7% year-on-year. Key projects include Da Nang Downtown, Lang Van resort and entertainment complex, Bana Complex, and the Lien Chieu container port, which has a total investment of VND 45.268 trillion. The city is also advancing projects involving housing, transport, commercial centres, data centres, financial infrastructure, and the Da Nang Free Trade Zone.

Da Nang is planning to allocate approximately 390 hectares of land for social housing development, with a target of providing around 101,000 housing units for low-income workers and other eligible residents. The plan forms part of the city’s broader effort to expand its social housing supply and meet growing housing demand. The city has identified numerous locations for social housing projects across areas including Hoa Xuan, Ngu Hanh Son, Lien Chieu, Hoa Khanh, Hoa Tien, Hoi An and Nui Thanh. In May 2026, Da Nang approved a list of 113 land locations designated for social housing development, including both projects already underway and areas planned for future investment.

3. Da Nang Considers Resolving Bottlenecks for a Over VND 5,000 Billion "Stalled" Project at 84 Hung Vuong.
Da Nang has proposed two projects for inclusion in a pilot programme under National Assembly Resolution 171, which allows commercial housing developments through land-use rights agreements. The projects include Diamond Square at 84 Hung Vuong Street, with an estimated investment of VND 5.159 trillion, and a VND 2.2 trillion project in Xuan Thieu–Nam O. Diamond Square has remained stalled for over a decade due to legal obstacles related to land-use rights. Of nine applications submitted, two met the initial eligibility criteria. The city proposes including the sites in the pilot list, subject to addressing outstanding requirements identified by the Department of Construction.

Golden Hills Eco-Urban Area in northwest Da Nang officially restarted on October 3, 2026, after years of delays caused by planning and investment procedure issues. Developed by Trung Nam Group, with KITA Group as project developer, the 335-hectare development has an adjusted total investment exceeding VND 15 trillion. The project is planned as a multifunctional eco-urban area featuring residential, commercial, educational, healthcare, and green spaces. Recent legal approvals allow land allocation and leasing procedures to resume, while detailed 1/500 planning adjustments are underway. Its location near Lien Chieu Port, the Free Trade Zone, and Da Nang Hi-Tech Park supports future regional development.

5. 37 communes and wards in Da Nang propose revisions to the new land price liít.
37 out of 94 communes and wards in Da Nang have proposed adjustments and additions to the new land price list because, during implementation, some roads and land locations were found to be missing or to have prices that do not accurately reflect the current situation. The local authorities have proposed adding missing roads, adjusting prices for certain locations, and updating changes related to road names, planning, and infrastructure. The city will continue reviewing the land price list to make it more complete and closer to actual market conditions.
