  1. As part of nationwide administrative restructuring, many localities are merging, splitting, or renaming wards to streamline governance. This has raised concerns about whether landowners must update Land Use Right Certificates (red/pink books) when ward names change. According to the Ministry of Natural Resources and Environment, updates are not mandatory—the existing certificates remain legally valid. When conducting transactions like transfers or mortgages, authorities will reference the updated administrative decisions without requiring prior changes to certificates.

  3. However, landowners may voluntarily request updates for consistency in documentation or for procedures like construction permits or bank loans. The process is simple, requiring a correction request, the original certificate, and proof of the administrative change. There are no registration taxes or fees, though some local offices may charge a small administrative fee. Updated information is typically added to the supplement page, not via a reissue. Land databases will also be updated automatically, ensuring continued legal recognition of older addresses.

The city of Da Nang is expediting land clearance for the Lang Van Tourism and Resort Complex, a major project valued at nearly 44,000 billion VND, situated at the foot of Hai Van Pass. As of February 20, 2025, 510 out of 679 land clearance cases have been processed, leaving 169 pending. The local authorities have pledged to complete the clearance by early April to ensure the project’s timely commencement. The project, approved by the Prime Minister in November 2024, covers over 512 hectares and is designed to accommodate approximately 19,000 residents. It aims to develop a mixed-use area featuring commercial services and eco-tourism, while preserving natural landscapes. The first phase involves completing investment preparation procedures within the first two years, followed by construction and operationalization in the subsequent three years. Vinpearl Joint Stock Company has been designated as the project’s investor.

After a period of stagnation, several major urban development projects in Da Nang, including Thuan Phuoc New Urban Area, Marina Complex, and The Legend City Danang, are showing signs of revival. Various challenges had delayed these projects, but developers are now resuming construction, signaling a positive shift in the city’s real estate landscape. This renewed activity reflects growing investor confidence and is expected to significantly boost Da Nang’s urban growth and economic development.

Da Nang is set to initiate a series of public tenders to select investors for the development of multiple new urban areas across the city. These projects, ranging in size from several dozen to several hundred hectares, are part of the city’s strategic urban planning for the 2025–2030 period. Six urban projects, all located in areas with approved 1/2000-scale zoning plans, have been earmarked for this initiative. The tendering process for these projects is expected to span approximately.

 

Additionally, the city’s Department of Construction plans to incorporate three more urban areas—already included in the city’s general planning and approved with 1/2000-scale zoning plans—into Da Nang’s official Housing Development Program by May 2025, ensuring their formal integration into the housing development agenda. This move underscores Da Nang’s commitment to structured urban expansion, aligning with its broader goals of enhancing infrastructure, housing, and sustainable development in the coming years.

In the first four months of 2025, Ho Chi Minh City generated over VND 95.176 trillion from real estate business, marking a 14.7% year-on-year increase and accounting for 21.4% of the city’s total retail and consumer services revenue. Real estate remains a key sector, contributing 57.5% of earnings within the “other services” group. Retail sales also grew strongly, reaching VND 205.378 trillion, up 15.9%, driven by seasonal demand for items like home appliances and food. Hospitality and dining services recorded impressive growth, with April revenue at VND 19.485 trillion, up 87.5% year-on-year. Tourism saw a boost from major events, contributing VND 15.770 trillion in four months. Overall budget revenue hit VND 202.193 trillion, nearly 40% of the annual target, supported by steady domestic and import-export collections.
