To address this imbalance, he urged the acceleration of stalled projects by removing legal obstacles and reducing administrative procedures in construction. He also stressed the need to increase the supply of social housing while tightening control over real estate inventory. The Policy Advisory Council was tasked with studying a comprehensive project for real estate market development.

Recent data highlights a concerning buildup of unsold properties. By the end of Q2, real estate inventory reached nearly 25,300 units, with apartment stock increasing over 40% compared to earlier in the year. Total inventory across listed developers surpassed VND 531,000 billion, the highest on record. Experts attribute this to excessively high prices and an oversupply of luxury properties, while affordable housing remains scarce.

2. Da Nang ‘Cleans Up’ Land Data Across the Entire City in 90 Days.

Da Nang has launched a 90-day campaign to build and complete its land database, aiming to ensure data that is accurate, sufficient, clean, unified, and shared. The initiative covers all administrative levels across the city and seeks to enhance transparency, improve e-government services, and simplify land-related administrative procedures for residents and businesses. Once completed, the system will be connected and synchronized with the national population database and other specialized data systems, supporting efficient state management and sustainable socio-economic development.

3. Da Nang Reconnects by Sea and Air as Chinese Tourism Returns.

Da Nang is experiencing a robust resurgence in Chinese tourism with the comeback of both cruise and flight connections. On October 6, 2025, the international cruise ship Adora Mediterranea docked at Tiên Sa Port, bringing nearly 2,500 visitors from Guangzhou — marking one of the largest cruise arrivals of the year. Earlier, on October 2, China Southern Airlines resumed its Shenzhen–Da Nang direct route (CZ8155) after a five-year suspension, carrying more than 170 passengers.
Before the pandemic, China was Da Nang’s second-largest source market, with around 1 million Chinese visitors in 2019. While the city welcomed over 5 million international travelers in the first eight months of 2025, Chinese arrivals have been slower to return. The revival of air and sea links signals not only the recovery of tourism but also expanded opportunities for trade, investment, and regional partnership. In response, Da Nang is upgrading infrastructure — from airports to seaports — while diversifying tourism offerings in medical travel, MICE, and eco-cultural experiences.

The Da Nang Department of Construction has officially announced a list of nine licensed real-estate service companies operating legally under the Law on Real Estate Business 2023 and Decree 96/2024/NĐ-CP, effective from August 1, 2024. The list includes notable firms such as CVR-Cát Việt Rồng, SCD Real Estate Group, Cen Miền Trung, DKRA Virgo, and LandCorp Property Vietnam. This initiative aims to enhance transparency, accountability, and legal compliance in the city’s property market. Under the new law, all real-estate service providers — including brokerage, consulting, management, and trading floors — must register with the Department of Construction and be published on the national real-estate information system before operating.

Currently, no real-estate trading floors in Da Nang have received licenses under the new regulations. Companies that were operating before August 2024 are given a six-month transition period (until February 1, 2025) to meet the new requirements. Authorities emphasized that this reform is part of a broader effort to curb speculation, prevent price manipulation, and standardize brokerage practices, ensuring a more professional and transparent real-estate environment in Da Nang.

5. Nearly VND 10,000 Billion to Build Marina Terminals, Develop Tourism in Da Nang.

Da Nang’s People’s Committee has approved a major inland waterway tourism development project with an investment of nearly VND 10,000 billion (USD 400–500 million) to enhance the city’s river tourism infrastructure. The plan includes building 20 modern piers along the Hàn, Vĩnh Điện, Cổ Cò, and Cẩm Lệ rivers, as part of the city’s vision to promote river-based tourism and diversify transport and leisure options.
The investment will be implemented in two phases. Phase 1 (through 2030) focuses on constructing 8 piers between Thuận Phước Bridge and Tiên Sơn Bridge, along with auxiliary works such as access roads, parking lots, ticket offices, waiting areas, landscape parks, and performance spaces. Phase 2 (2028–2031) will complete 12 additional piers across the Vĩnh Điện, Cổ Cò, and Cẩm Lệ rivers. The project will operate under a 50-year duration from the date of land allocation for phase 1, reinforcing Da Nang’s goal of becoming Vietnam’s leading river tourism destination.

6. Property Ownership Titles (Sổ Hồng) Will Soon Be Integrated Into The VNeID App.

Vietnam is accelerating its digital transformation in land management as the Ministry of Agriculture and Rural Development (MARD) launches a nationwide campaign to clean, update, and integrate the national land database into the VNeID app. Once completed, citizens will be able to verify land and housing ownership directly through their digital ID, eliminating the need for physical copies of property certificates (“sổ hồng”) or ID cards. This initiative supports Resolution 57/2024 of the Politburo, which emphasizes technological innovation and modernization in national governance.
The campaign’s primary objective is to ensure that the land database is accurate, complete, synchronized, and securely connected with the national citizen database and other government systems. It also seeks to streamline administrative procedures, reduce paperwork, and improve transparency in land and property services. The program mandates strict cybersecurity standards and clear accountability among government agencies to ensure scientific, efficient, and result-oriented implementation across all localities.
