        1. As part of nationwide administrative restructuring, many localities are merging, splitting, or renaming wards to streamline governance. This has raised concerns about whether landowners must update Land Use Right Certificates (red/pink books) when ward names change. According to the Ministry of Natural Resources and Environment, updates are not mandatory—the existing certificates remain legally valid. When conducting transactions like transfers or mortgages, authorities will reference the updated administrative decisions without requiring prior changes to certificates.

The process is simple, requiring a correction request, the original certificate, and proof of the administrative change. There are no registration taxes or fees, though some local offices may charge a small administrative fee. Updated information is typically added to the supplement page, not via a reissue. Land databases will also be updated automatically, ensuring continued legal recognition of older addresses.

Da Nang is set to initiate a series of public tenders to select investors for the development of multiple new urban areas across the city. These projects, ranging in size from several dozen to several hundred hectares, are part of the city’s strategic urban planning for the 2025–2030 period. Six urban projects, all located in areas with approved 1/2000-scale zoning plans, have been earmarked for this initiative. The tendering process for these projects is expected to span approximately.

 

Additionally, the city’s Department of Construction plans to incorporate three more urban areas—already included in the city’s general planning and approved with 1/2000-scale zoning plans—into Da Nang’s official Housing Development Program by May 2025, ensuring their formal integration into the housing development agenda. This move underscores Da Nang’s commitment to structured urban expansion, aligning with its broader goals of enhancing infrastructure, housing, and sustainable development in the coming years.

To avoid these increased costs, citizens are strongly encouraged to complete their land registration procedures in 2025. Acting early could save households hundreds of millions of VND.

      After a long period of stagnation, Da Nang’s real estate market is showing strong signs of recovery, fueled by a surge in luxury projects and the entry of major developers. Masterise Homes, a prominent name in Vietnam’s high-end property sector, is developing The Masterise Da Nang—a premium project built to Marriott’s 5-star standards. Another major development is The Legend City Da Nang by ROXcons and Vipico, featuring two 29-story towers at a prime intersection, with a total investment of over VND 3,000 billion. In addition, DIN Capital and Cosmos Housing are collaborating on the Da Nang Landmark project, which will include the Phoenix and Dragon twin towers offering more than 450 commercial and mixed-use apartments.

      BRG Group is also making waves with the launch of Newtown Diamond Residence in the Truong Sa area, part of a larger golf resort complex. Covering nearly 15,000 m², the development will feature 36 floors and a range of high-end amenities. The Da Nang People’s Committee announced an auction for land at 16 Bach Dang, Hai Chau District. This prime location has two frontages: Bach Dang and Tran Phu streets, next to the Han River. The land area is nearly 1,800 m² with a starting price of VND 173.2 million/m². Its total valuation exceeds VND 310 billion, nearly triple the February 2025 appraisal. Previously, it was allocated to Bac Nam 79 Construction JSC, owned by Phan Van Anh Vu. The lease was valued at VND 45 billion for a 50-year term. However, the Government Inspectorate later concluded that the allocation was non-compliant and ordered a public auction.

 

Under the new plan, the winning bidder will be granted land use rights to implement an investment project with an estimated capital of over VND 300 billion, to be completed within 24 months from the land lease decision. This move marks a significant step in addressing assets linked to Vu “Nhom” and underscores Da Nang’s commitment to transparency and the efficient use of land resources.

6. Danang Tourism After Merger Could Rival Bali, Phuket.

 

DanangExperts believe that merging Da Nang and Quang Nam into a single destination called “Da Nang” could boost its tourism brand to rival regional hotspots like Bali and Phuket. The combination of Da Nang’s modern city and Quang Nam’s cultural heritage (e.g., Hoi An, My Son) would offer a diverse experience of beach, city, and culture. The Outbox Company estimates the new “Da Nang” could attract 4.5–6.1 million international visitors annually, helping to diversify tourist markets and reduce reliance on countries like South Korea.

 

Challenges include balancing different tourist expectations, uneven infrastructure, and the risk of overshadowing iconic sites like Hoi An. Experts recommend a branding strategy that preserves local identities while promoting an integrated experience. If done right, “New Da Nang” could become a top tourism hub in Southeast Asia. The merger is also expected to boost real estate, especially in coastal, hospitality, and mixed-use areas. Growth is likely in zones like Hòa Vang and Điện Bàn, driven by infrastructure upgrades and rising demand. Real estate projects must align with diverse tourist needs and focus on sustainable development.
