1. Law on Investment takes effect.

Under the law, foreign investors are entitled to establish an economic organisation to implement an investment project before carrying out procedures for the issuance or amendment of the investment registration certificate. The government is expected to provide implementation guidance.
Another highlight is a clearer scope for projects subject to investment policy approval (IPA) and enhanced decentralisation of authority. However, the instruction decree for the new law is still on hold and has not been declared yet. Therefore, some cities and provinces in Vietnam are asking investors to wait for instructions before applying for their documents.

2. New Real Estate and Construction Policies Effective from March 2026 in Vietnam.

Starting from March 2026, several new policies related to real estate and construction will take effect in Vietnam. One key regulation introduces a national database system for housing and the real estate market, requiring detailed information about projects, investors, capital, construction progress, and property prices to be recorded and managed to improve market transparency. In addition, new planning requirements emphasize sustainable development, environmental protection, balanced regional growth, and efficient use of resources. Planning activities must also consider social factors and the protection of vulnerable groups. Another change is the abolition of an old circular related to land-use fee support for people with meritorious services, aiming to update and streamline the legal framework. Overall, these policies aim to enhance transparency, efficiency, and sustainable development in Vietnam’s real estate sector.

3. Da Nang’s Economy in February 2026 Records Stable Growth.

The economy of Da Nang in February 2026 continued to show stable recovery and growth, supported by vibrant trade, tourism, and service activities during the Lunar New Year. Retail sales and consumer service revenue in February reached about 21.1 trillion VND, up 19.1% compared to the same period in 2025. In the first two months of 2026, total retail and service revenue reached nearly 44 trillion VND, increasing 18.1% year-on-year. Industrial production also grew positively, rising about 13.1%, driven mainly by manufacturing and processing industries. Meanwhile, agriculture, forestry, and fisheries remained stable, supported by favorable weather and controlled livestock diseases. Overall, Da Nang’s economy maintained balanced and steady growth.

4. Da Nang Approves Land Prices for the Lang Van Mega Resort Project.

The Da Nang People’s Committee has approved official land prices for the Lang Van Tourism and Urban Resort Complex project. The highest price for urban residential land is set at about VND 15.4 million per square meter, while other land types have lower rates depending on their designated use. The project covers about 512 hectares at the foot of Hai Van Pass and is being developed by Vinpearl (Vingroup) with a total investment of roughly VND 44 trillion. The approved land prices will be used as the basis for calculating the developer’s financial obligations to the state. Lang Van is planned as a large-scale international-standard resort city, integrating hotels, resorts, villas, serviced apartments, commercial areas, and entertainment facilities. The first components of the project are expected to be completed and put into operation around 2027.

5. Da Nang Waste-to-Energy Plant Expected to Begin Operations in 2027.

Da Nang is preparing to develop a waste-to-energy (WTE) plant as part of its long-term strategy to modernize solid waste management and reduce reliance on landfills. The project is expected to be completed and operational by 2027, marking a major shift from traditional waste burial methods. Currently, most municipal waste in the city is disposed of at the Khanh Son Landfill Complex, which has faced increasing pressure as population growth, tourism expansion, and industrial development continue to raise the volume of daily waste. Local authorities see the WTE plant as a crucial step toward improving environmental conditions while addressing the city’s growing waste management demands.
The facility will use advanced high-temperature incineration technology to convert waste into electricity while meeting strict environmental standards. This process allows thermal energy from burning waste to be captured and transformed into power, while systems are designed to minimize emissions and control pollutants. Once operational, the plant will significantly reduce the amount of waste sent to landfills and gradually process existing waste already stored there. City leaders believe the project will help transform waste management into a more circular system and support Da Nang’s long-term vision of becoming a green, environmentally sustainable city.
