Da Nang has officially approved a new land price framework following its administrative merger with Quang Nam. A key aspect of the policy is that land prices in the city’s central districts, including Hai Chau, Son Tra, Ngu Hanh Son, Thanh Khe, Lien Chieu, and Cam Le, will remain unchanged. This decision provides stability for homeowners, businesses, and real estate investors by avoiding sudden increases in land-related costs. At the same time, the city has updated land values for newly named roads and recently completed infrastructure projects, creating a more comprehensive and accurate pricing system across the expanded administrative area.

Meanwhile, several areas in the former Quang Nam province will see land price increases ranging from approximately 9% to 70%, depending on location. Coastal destinations and tourism-driven markets, particularly around Hoi An and Cu Lao Cham, are among the areas receiving the largest adjustments. These changes are intended to better reflect actual market conditions, development potential, and growing investment demand. Overall, the new framework is considered a positive step that balances market stability in central Da Nang with more realistic land valuations in emerging growth areas.

2. PCCC Regulatory Update – Removal of PCCC Acceptance Procedure.
Starting June 20, 2026, under Government Resolution 66.18/2026, project developers in Vietnam are allowed to self-certify fire prevention and firefighting (FPF) compliance and put projects into operation without waiting for final inspections from the police authorities. Three administrative procedures have been abolished, including FPF acceptance inspections, FPF acceptance approval for projects with approved fire safety designs, and procedures for restoring operations of suspended facilities or vehicles. As a result, only design appraisal and design approval procedures remain before a project can be put into use.
The reform is expected to shorten project delivery timelines, reduce compliance costs, and give businesses greater flexibility in managing project completion. However, it also places greater responsibility on developers, who must ensure construction, supervision, and acceptance processes fully comply with applicable fire safety standards and technical regulations. Developers and property owners are now legally accountable for the fire safety performance of their projects. Industry participants have generally welcomed the change, viewing it as a meaningful reduction in administrative burdens while maintaining strict fire safety requirements.

Da Nang has announced 55 socio-economic development projects and initiatives for 2026, covering economic growth, tourism, education, environment, science and technology, culture, and human resource development. Key priorities include environmental sustainability, aquaculture development, waste management, high-quality workforce training, school expansion, and administrative reforms. The city will also continue implementing projects related to smart governance, disaster resilience, livestock development, and marine economy initiatives, reinforcing its long-term vision toward sustainable urban growth and improved quality of life.
A major focus is strengthening Da Nang’s position as a regional economic hub. The city plans to establish a multimodal integrated logistics center, expand and adjust the Da Nang Free Trade Zone, develop Da Nang into an e-commerce hub, and pilot industrial cooperation mechanisms for supporting and mechanical industries in the Chu Lai Open Economic Zone. Additional initiatives include promoting deep-processing industries, developing the Halal economy, supporting business transformation, boosting tourism, expanding the night-time economy, preserving cultural heritage, and advancing innovation, digital transformation, and low-altitude economic activities to create new growth drivers through 2030 and beyond.

5. Da Nang Wants to Turn Dong Nghe Lake into a Resort Destination Spanning Over 560 Hectares.

Da Nang is moving forward with plans to transform Dong Nghe Lake into a large-scale tourism and resort destination covering approximately 562.6 hectares. Located in Hoa Tien and Hoa Vang communes, the project is designed to leverage the area’s natural scenery, including the lake and surrounding forest landscape, to create a premium nature-based tourism hub. The development is expected to accommodate around 5,000 visitors per day and will complement other tourism destinations in western Da Nang, forming a diverse cluster of leisure and recreation attractions.

The master plan divides the area into six functional zones, including water sports and recreational facilities, eco-tourism and adventure activities, luxury resorts, entertainment and convention spaces, cultural and historical sites, a botanical garden, and eco-agriculture experiences. Importantly, the area is planned as a tourism-focused zone without permanent residents, reinforcing its role as a dedicated visitor destination. Once developed, Dong Nghe Lake is expected to become one of Da Nang’s key tourism assets, offering a combination of outdoor adventure, relaxation, cultural exploration, and high-end resort experiences.

6. When Is a Real Estate Transfer Exempt from Personal Income Tax?
The Vietnamese Government has issued Decree 253, effective from July 1, 2026, providing detailed guidance on the implementation of the Personal Income Tax Law regarding real estate transactions. The decree exempts personal income tax (PIT) on income from the transfer, inheritance, or gifting of real estate including homes and off-plan properties between close family members. Eligible relationships include spouses, parents and children (biological or adoptive), parents-in-law and children-in-law (even after the death of a spouse), grandparents and grandchildren, and siblings. Property divisions resulting from divorce settlements, whether by mutual agreement or court judgment, are also exempt from PIT.
The decree also grants a PIT exemption to individuals transferring their only residential property in Vietnam, provided several conditions are met. The seller must own only one residential property at the time of transfer, have held ownership for at least 183 days, and transfer the entire property rather than a partial interest. The exemption does not apply to off-plan homes or buildings under construction in these cases. Individuals are responsible for declaring their eligibility, and false declarations may result in tax reassessment and legal penalties.
